Variation in TSI (Total Solar Irradiance) creates varying size ozone holes - it's that simple.

Tom is right on the mark, even if he didn't explain why.

If you're waiting on atmospheric scientists to explain the high energy physics behind ozone layer fluctuation, you will be waiting a long time.

Global warming hysteria/ignorance keeps the less capable atmospheric scientists employed and paid for their "research". The rest are working for the military on projects like HAARP and can explain ozone hole formation and fluctuation in ten seconds.
