(b) Yes, indeed!...NASA says 100 billion to return men the moon before the second decade of this millenia...
I think 100 billion should cover the cost of 15 years of development to send the FIRST American team to the surface since 1972...After that?...The moonbase and follow-up missions might really suffer from cost-overruns and increasing public boredom.
