Why? They'll get their 250,000 also.
Under the normal governmental rebuilding methods that have been employed in the past, they'll get some low interest loans and tons of government paperwork (if they get anything at all).
The biggest losers under my program would be the State and local governments...We'll just disband them and then form new ones where needed.
