Ok, I'm confused.

The calculated distance at the time of the burst was 13 billion ly. The universe "was less than a billion years old". Can't travel 13 billion ly in less than a billion years. Should take more than 13by?

How fast is the universe expanding anyway? Was there some instantaneous movement of matter away from the source of the bang?
