No kidding. I have yet to see any documented instance of a town's population starving or dying of thirst due to being under shutdown by surrounding troops.
The standard procedure has been tight checkpoints and inspection of supplies and people going in or out. This, of course, is not perfect, and as usual, we have lost some of our own troops in the process of protecting civilians.
During WWII, a town in enemy territory known to be occupied by enemy troops would have been subjected to a massive artillery barrage prior to our troops entering. That hasn't been how our military has been doing things.
It might be worth remembering which side is blowing up power lines, water supply lines, supply convoys, and treatment plants.
