Got your buzz word in the wrong place.
The perception expressed, which if you read the article has been brewing for some time, is that black citizens are subject to different, and inferior, treatment than white citizens in LaGrange. Black children are turned away from social events because they are not accompanied by parents, whereas white children are allowed in alone. Black citizens of five or more, peacefully gathered, are confronted by police and perhaps frisked, whereas white citizens are not, and not only that, but neo-Nazi marchers are protected by the police while they insult the black citizens of the community.
This is not equal treatment.
It doesn't justify riots, but it does justify anger. It's too bad that the citizens couldn't find a different way to channel that anger, and they will pay for it.

Entitlement? The issue is equal treatment, not entitlement.
