If a community can carry it off...
...the "who cares" approach is definitely superior. Raising a stink is no fun if the stinker is the only one around to smell it.
It's too bad the folks in Toledo didn't get a better handle on the community events approach. It seems, though, that the community is fractured pretty badly and that that's why they had a problem in the first place.
