I WISH them all away.
Even those that happen here and abroad for political reasons.
There will always be thugs that are available to kill for their brand of justice.....or ideas of nationalism, patriotism or just financial gain.
The Republican Guard were loyal to Saddam, but still he accrued members with a mean or diabolical streak like his sons that joined for the sheer pleasure of enforcing their twisted ideas of brutality on people.

I agree with you Mary Anne; to some degree it's hard enough to bring law and justice to a people who first need education, clean and functioning facilities and secuirty.
Then it's easier to weed out the bad dogs. Crime goes down when employment goes up.
