Reagan did not build the ISS
The station Reagan proposed was to be far larger, more productive, and in an orbit to make it of use as a spaceport to the rest of the solar system. It wasn't until Clinton that it was turned into a jobs program for Russian scientists and put into a useless orbit. The original station was to be in the same orbit as Hubble, and with the help of the OMV, was to be used to service the space telescope.
