No unless a court issued a warrent for the torture.
Torture should be used only in the most extreem cases...
Most terrorists are lower level fools who wouldn't yeild any information.
Only those who would have info to give should be tortured...Thus the courts should be involved...Secret courts...Where an advocate could argue on behalf of the terrorist and a prosecutor could argue in favor of the people who lives would be saved.
