Do you really think that the executive who gives the orders can't be held responsible? What drivel!
The Nuremburg Trials established the historic precedent that "I was just following orders" is not a legitimate defense. Do you think that the Nuremburg tribunal would have let Hitler off the hook because of that? Of course not. The principle says that everyone is required to exercize moral judgment at all times, and that everyone must be held accountable for their actions.
The greater the power, the greater the scope of action, and consequently the greater the responsibility. Nobody bears more responsibility for the actions of the US Government than the President of the United States. Presidents will always rush take credit for whatever good comes out of the Government, regardless of whether they personally made it happen; it's our responsibility to hold their feet to the fire for all the bad that happens.
