Whilte Phosphorus is NOT among the listed Toxic Chemical Weapons.
Essentially ALL weapons have toxic effects. For example: Most high explosives generate carbon monoxide which kills persons in confined spaces. Some also generate hydrochloric acid (those using ammonium perchlorate instead of ammonium nitrate).
The term "Chemical Weapons" is not the issue. The issue with Iraq was "Toxic Chemical Weapons" which do not include white phosphorus. Get your facts straight.
