Historically, heads of state have often been reluctant to authorize the assasination or execution of other (or former) leaders. Sets a precendent that can come back to bite them in the most unpleasant way. "Treat others the way you want to be treated" may be a cliche, but it's probably also not bad advice, with some fairly practical ramifications.
