My problems with the language of paragraph 8

"(8) plan, develop, and implement a near-Earth object survey program to detect, track, catalogue, and characterize the physical characteristics of near-Earth asteroids and comets"

good so far. MPC and the ground based teams, optical and radar, all get funding, along with maybe a probe to the asteroid belt, and one to the Oort cloud, say around $5 B for this part, or about $60 per family over the whole time to insure that neither they nor any of their descendants will be hit.

"in order to assess the threat of such near-Earth objects in impacting the Earth;"

But there are two parts to this threat. One part is anything on its way right now, and the other part is that whose location is not currently known. It is simliar to the case of hurricanes, where you have hurricanes which are known and on the way, and you have general knowledge of hurricane formation over 100 year time frames.

Here we need money to SWRI and others for crater counts and analysis, but there is no explicit enabling language. It is like funding the National Weather Service hurricane tracking program without funding any work on the occurence of 100 year hurricanes.
