In law enforcement there exists a "force matrix" in which the appropriate response is determined by the action being responded to. In short, it is acceptable for authority to bring a gun to a knife fight.
If you think back to when air hijacking was in favor, you didn't hear of an Aeroflot or El Al airliner being victimized. The street talk in Lebanon when Terry Waite et al was taken was that KGB and Mossad both eliminated first the innocent families of abductors. Only after their seed was removed from the planet would retribution be taken on them.
As cruel and draconian as this approach might appear to our "civilized" sensibilities, it was alleged to have resonated with Hamas and PLO.
What would be the appropriate force matrix to invoke in dealing with these kidnappers?
