yes the moon is effectively a new mission
the best way I can think of to get public interest in the CEV moon mission, is to mention NASA TV during the Discovery mission, and then let them imagine the internet feeds which will be available by then, which will show the landscapes and the people working and living there ... broadcast quality will be orders of magnitude better than Apollo, and there will be more time to really explore the environment, while we watch and hear from our desks. It will be a fantastic time and I'll be glued to the screen (if I live long enough and they don't delay the mission too much)
I hope they set up a telescope with a video feed too ...
