Hi Tom & gb
What is needed is a move away from the current reactors that need U235 enrichment and thermal neutrons. Fast reactors would allow burning of mostly U238 - spiked with some well-mixed plutonium - and thus expand the current fuel reserve by a factor of 100. Currently 98% of potential fuel is given the misnomer of "waste", while even more is left as "mine tailings" after U235 enrichment.
With the right design fast reactors can kill any chance of terrorists diverting the fuel stream because the stuff is so contaminated with other transuranics that they can't make bombs of it except with reactor sized facilities. Also the waste stream is reduced to 1/100th of the current level and it only needs 300 years storage before it's safe.
