Here's just one. I've read articles from IT experts, technicians, and others. None of them arrived at the conclusion that "it could happen to anybody."
Three years and half a billion dollars, and it didn't work for around 15 million attempted users. And they were too stupid to know it wasn't going to work before they rolled it out. A website that was built to take in a user's most private information, too. This is how government does things. Everything is politics, everyone is cut their little piece of power and money. You're talking to someone who's watched this happen in the space program for years. The Shuttle is nothing if not a flying camel.
Now we'll hear the endless song of all government programs: "We can make it work perfectly if you just give us more money."
A small flaw in your objection: those private companies hadn't spent those hundreds of millions by their opening days, had they?
