I just came back from Costa Rica. This is a country without any military. They have 7,000 police and 50,000 teachers. The Tico's love their country just as much as we love theirs. Yesterday they determined who won the national election held on Feb. 1st. Why? They bothered to recount the votes in their very close election. Costa Rica has a serious minor crime problem they attribute to illegal immigration. Sound familiar?
