Personally, I think illegal should mean illegal.
And seasonal and otherwise limited work visas should be handed to people crossing the border at legal crossing points. Between the crossing points should be a razor-wire fence and milittary police with orders to shoot-to-kill if needed.
Iraq could and should use a similar approach to its borders with Syria and Iran.
