That was initially a matter of attention to the road . . .
I have no idea why auto insurers keep that one up, with all the phone calls and texting & driving going on.
Then again, there's no real need to build on a conspiracy theory.
It's a lot easier to leave an old, inane policy in place, than to work up the energy for an interstate change.
