"Fresh matter is ejected, and some condenses into planets of Earth-scale or thereabouts"

This condensation cannot take place near the original neutron star because almost all of the matter is ejected with too great a velocity to be bound by the star's gravitational field. In addition to its initial velocity, the ionized portion of the gas is repelled by the rotating magnetic field of the neutron star at its center. Condensation can occur only where the expanding gas & dust cloud interacts with the interstellar medium and slows down dramatically.
Any earth-like planet previously orbiting the supernova star would be vaporized by the titanic explosion. No earth-like planet can form in the vicinity of the supernova as I showed above. Hence, there will be no earth-like planets orbiting supernova remnants.
These pictures show clearly how the ejected dust and gas expand away from the central neutron star.
