It's just human nature.

I was brought up with stories of how the United States was the bully of the Americas, constantly interfering economically and politically in other countries, and militarily when indirect methods failed. After Castro, the complaint was that it didn't interfere enough, either against Castro or others like him, although our history in Chile and Central America certainly argues otherwise. You can also say the same about the other side. I remember when the first airliners were hijacked by anti-Castro Cubans, the hijackers were honored and welcomed into the US as freedom fighters. I was old enough to read, I remember the news stories, no one called it terrorism. At the time it was considered heroic to hijack a Communist airliner, either to escape from Cuba or East Germany. When our planes started getting hijacked (probably by Castro's agents) suddenly it became terrorism and we immediately negotiated with the Castro government to have mutual treaties to put a stop to it.

Then suddenly Arabs started hijacking airliners.
