Or as Novak concludes the article:

Since Mr Wilson said he was send by the Vice President on his over-hyped mission to Niger, it's not rocket science for a reporter to pick the phone in attempt to confirm this. Or that a Vice President would contact the media and inform them that this wasn't true.

Let's review, the reason Mr Wilson went to Niger, was solely to have press platform to allow him to express his view. The visit was only a stage prop that was obtained using CIA resources. He wasn't a representative of the State Dept [these would need Presidential approval]- though the Niger officals might have been under this mis-perception, because Mr Wilson was previously part of State Dept.
If what we trying to keep secert is that CIA sends people as ambassdors rather that the State Department doing this, I don't think we want the CIA doing this- esp in this manner and particularly for this kind of purpose. Though everyone knows there is a relationship between CIA and the State Department. Though the CIA could be this wildly out of control and think this is the correct way of doing things.
