Looks like reasonable planning to me.
I wish the politicians in Iowa could plan a growth strategy 50 years into the future. (Granted we don't have proximity to Mexico going for us or against us, depending on the perspective...)
Instead we get gridlock in some areas and Zero or negative Growth in other areas.
Such a plan for real and sustained economic growth would send the politicians here scattering for the cornfields.
Then they all would eventually get back together as they do now and complain about how all their children had to move to a place like Texas to find work.
