Why? Because it's been a planet for almost a hundred years, and I see no reason for it not to be grandfathered into the group. Arbitrary? Sure. So are a lot of traditions.
They can figure out what they want to do with the new orbital bodies on their own time. Somebody tries the trick question "how many planets in the solar system?" I'm going to answer nine. Bad enough I lost track of all the moon counts a long time ago.
