It's A Dumb Criterion Period
There is no use in finessing it because it was made explicitly to exclude Pluto, not with the intent to make a clear rigorous definition. Any definition made simply because you don't want to include a specific object which is not obvious and cleart cut is clearly not about science. It's about prejudice and personal opinion. The last vestige of an Earth centric outlook. The Earth is no more special compared to Jupiter than Pluto is to Earth. Pluto and Ceres are clearly different from the debris that constitute most of the KB and asteroid belt.
