Those flights in many cases lasted not more than 3 days: it meant they released a satellite and came back.
STS 36 was 63 degrees from the equator, I believe (an unmatched record for the Shuttle) . Whenever it was very inclined and low earth orbit, it was for spying. If it was near equatorial, it was for GEO.
