Can't find it.
Hello.
All I can find is "restoring sovereignity" in speeches.
What I saw was a press conference, GHWB on a lawn, saying "This isn't about oil, it's about restoring democracy to Kuwait".
And, while I know I saw it and saw it replayed, I also know it was a big enough gaffe that it should have been noted somehwere.
And it sure isn't that I can find.
If I were you, I would not take my word for it.
