Iraq was exporting at full capacity under the oil-for-food program. When the US invaded, that was when Iraqi oil production went into the sewer, down 50% in 2003. In 2004 they had ramped it back up to 78 percent of 2000 levels, but in 2005 it went back down to 70 percent.
