Certainly there were quite a few. Many of them, and maybe most were used to coordinate with the warlords and WERE NOT used for commando raids. In fact there were only a few commando raids in the entire effort. At the time of the showdown at Tora Bora, they represented a microscopic percentage of the forces deployed, and again - they did not perform any of your commando raids.

And they certainly did not perform - nor were they able to perform - the interdiction that was required.
