Learning to live with fear

I wonder - do the people in Israel or Lebanon or Iraq learn to live with fear, or do they learn to live without fear, despite the dangers?

Sitting in my (seemingly) safe vantage point on the West Coast of Canada, I think that, if a primary goal of terrorism is to elicit fear among their enemies, then they can be defeated by people simply deciding not to be afraid.
