it looks to me like the thrust is generated by one part of the microwaves being converted to heat or charge during the reflectance while narrowing the beam - now if he can dump the heat or the charge, he'll still have a device that can not practically compete with plasma thrusters, and I don't know if even these were ever adopted for comsat station keeping
