Those numbers are not accurate.
Health insurance companies spend about 13 percent on all administrative costs, including overhead, advertising, and salaries.
Aetna's most recent financial report had revenues of about $17 billion and total revenue from all sources of 22.5 billion. Of this, 13 billion went to health care costs, 2.3 billion to "current and future benefits," 3.5 billion to general and administrative, which includes salaries and overhead, and .84 billion to "selling expenses." Advertising could fall under either of these categories.
You can work out the percentages yourself.
