I wondered about that.
It looks as if they would have to put it in an enormous building. Maneuvering it into the building in high winds, or even moderate winds, might be difficult.
An alternative would be to moor it where it could always face into the wind, with an huge footprint.
Maybe above buildings, and to a pylon which would allow it to pivot.
