These people prefer bullshit to performance. Bush is out giving speeches, Cheney is touting waterboarding, and now Rumsfeld is spending public money allocated for "defense" not only to spy on citizens in the US, but on what can only be described as bullshit.

"In a memo obtained by the Associated Press, Dorrance Smith, assistant secretary of defense for public affairs, said new teams of people will “develop messages” for the 24-hour news cycle and “correct the record.”

Why don't they just consider doing their jobs? Well. After all, they are collecting checks from the public.
