Well, I went back to your first post way down below and reread the article. That Paul Lowman seems to be claiming that because we still can use the retroreflector the terminator storms can't be very bad or the dust problem doesn't really exist is absurd if that is what he suggests!
As I understand it the reflectors have degraded. That they still work could be because of number of reasons not least of which could be the design of the reflectors.
