Any ideas on a balky old Win 98 system?

When browsing with Explorer 6.0 I can go long periods where pages load quickly and consistently. However, often the pages just don't load for many seconds up to a few minutes, then go OK. There is no HDD activity or cable modem activity during these pauses. I've found it seems to help a little if I delete all the cookies and temp files as well as the history, but sometimes that doesn't make any difference.

I've run Spybot and AdAware, and have the latest AVG operating.

Any ideas?
