That's the Comet and Asteroid Protection System. In the NASA list of reasons to go, it's astronomy goal #10, but for most of us it's astronomy goal #1.

In my opinion, at this point in time, there is no reason to spend money sending a few men to Mars for a few days, and plenty of reasons not to do so.
