Magnetrons under the pavement?

I'm not an electrical engineer, but my electric toothbrush charges it's battery simply by being placed on top of its charging station -- without even having to be plugged in. Could electric cars run this way without even having a battery, if there was an oscillating magnetic field under the pavement? I wonder.
