Your reference:
"Hoekstra said the document is not a "smoking gun." But he hinted that the chemical agents could be significant because they may have been added to the discovered artillery shells after the first Gulf War. He noted that one of the declassified findings says the munitions could be lethal."

Chemical weapons in general and weapons in general are mostly about disabling your enemy, but at the same time a weapon that was is specifically designed to be non-lethal can kill people. Without going to the sort of PC type of experimental non-lethal weapons, you have the old fashion rubber bullets used in riot control- obviously over the many year and common use many people have died from rubber bullets [at say 100 yds it may or may be almost impossible to be killed, but at 10 yds it's possible- and any range it can be extremely painful].

In my mind there is no doubt that the quantity and quality of the total stockpile that has be found [even if all of it was previously organized to be used] was not a threat to US forces. In others words had it been known that this was all Saddam had to use against US forces, the US force should not been ordered to have and use chem suits. Considering what Saddam was up against it would been like pissing into the wind for him to use such ineffective and small quantities of chemical weapons. But this is not to say that any of these chemical weapons could not be used against civilians who were unaware that they were being attacked, and that the result of the attack was far more people killed or wounded than from your suicide bomber using high explosives.

And IF David Kay meant that all chemical weapons found in Iraq were as harmless and any found under American sink. I wil expose my arm to anything Kay choose from under an American sink, if he will expose his arm the chemical weapons found in Iraq. But I don't think Kay meant all chemical found but was instead was referring some theorical chemicals make in 1980's- in other words he describing how degraded some of these chemical was thought to be "by experts". A Bug Bomb may under some circumstance kill someone, but spraying it on my bare arm is not going cause horrible pain and possible death.
