The real story was covered up, it's a conspiracy, I tell you. The crash dummy was attempting to defect to the United States with the new spacecraft, but was killed during the botched emergency landing, missing the Sheboygan SpacePort entirely, and ending up in the street in Manitowoc. The dummy did not survive, no body was ever found.
