I suspect that the director was, like you say, waiting precisely for a certain expression to switch the cameras.
I have an inherent suspicion of "moment in time" photos or camera cuts. I know how this can be manipulated.
I watched it on Fox, not because of any conservatism, but because they actually STFU when something is going on, and the aftermath of the speech was very interesting. I wish they had more labels for faces--I honestly don't know a lot of politicians by sight.
I'm hearing a lot about Pelosi and her blinking and expressions, and I think they need to cut her some slack. Damn few people could sit there for an hour, not talking or doing anything, with a nationwide camera stuck to them full time, and come off looking good.
I'm not doing any intensive analysis of the proposals. I know how few of these "laundry lists" ever actually get somewhere. He still has private solutions for a lot of things liberals think should be socialized, but hey, he is still a Republican. I do think Bush has moved toward the middle on environmental issues (like CAFE standards), and it would be nice if liberals cut him a bit of slack on it.
