Pat Buchanan comes to mind. He noted that an aircraft carrier and a Patriot missile battery are of absolutely no military value in Iraq, but of probable value in a conflict with Iran.
Positioning forces doesn't necessarily presage military action; it could reasonably be interpreted as sabre-rattling right at the brink. But it also puts forces into position should a real war break out; and also, unfortunately, raises the risk of conflict should either side make a misstep or misinterpret the actions of the other.
It does seem like the situation regarding Iran is improving. It was highly significant that Aberj..Aberja...whatever...the Iranian President was removed from direct authority over the nuclear program. Seems he made even the Ayatollah nervous, and that's saying something.
