That must mean that 22% of commuters drive over 40 miles to and from work each day.

Time to boost the gas tax, up maybe $2/gallon. Make it illegal to invest it in anything except mass transit. Instead of speed bumps and signs, cops, radar traps and tickets, DIG POTHOLES. Cut back on the Highway Patrol, no one will be speeding.
Introduce a little sanity into the picture.
