Writers give things away in the words they choose or omit..

The word Dictator never appears yet the word dictate does.

The number of lines describing "good things" outnumbers the lines describing fears.

And the whole article is couched in terms that make it appear as if nothing bad yet has happened, but MAY happen.

That's what Lee probably picked up on. To anyone who loved freedom the enacting of laws leading to a dictatorship is nothing to report in a fair way.

Here's how Ian James would've reported Hitler's actions circa 1934:

"The Reichstag has just cleared the way for Hitler to directly control the economy and nationalize industry and people are excited about the changes. Youths are particularly excited and the new community groups Jugend for Hitler has the young ecstatic about the future. Not everyone is excited, only the poor and disadvantaged are - the rich Jews are ready to flee."

His use of rich-Jew bias in the Venezuala piece is damning even though he covers it with history. Most folks will read right over it and hardly see just how subtly James has reoriented the struggle in Venezuala from Dictatorship vs Democracy to a RICH-Jew immigrant versus Poor, elderly Venezualan struggle.

It's quite successful as mainstream media, low-level pro-Chavez propaganda piece geared against the masses of the US, chock full of word associations designed to trigger sub-conscious biases.
