Hard to say.
While the author does dutifully include opinions of people who are concerned about the coming dictatorship, one does get the impression from the article that the author himself thinks that this historical development is the neatest thing since sliced bread.
I'd say the article itself is probably somewhat balanced, but the stars in Ian James' own eyes are pretty obvious. I suspect this would not be too surprising for a graduate of Public Policy Studies.
