Agreed. A hoax would have been a deliberate attempt to make these look like real bombs. This may have been stupid, but it wasn't a hoax.
Maybe the authorities seem overly paranoid, but the consequences of brushing it off might have been severe. Homemade bombs can look like almost anything.
