I would think things like stall speed and maneuverability would be issues here.
I always thought giant airships would be good tankers. Unfortunately, one good dump and you'd have to pry them down out of the stratosphere. Some really big maneuvering engines, or using one of those heavier than air airship designs, might help on that.
