I'm pretty sure that's power delivered on line, since that's how I usually see it used (the numbers are often plugged into consumption calculations.) But I could be wrong.
Don't know how their environmental buddies will see this. One supporting group, Environmental Defense, actually has a fairly non-fanatical view of nuclear power.
Any widespread and practical use of nuclear power will require breeder reactors for reprocessing eventually.
